Kawika Kala'i, Chairperson of the Office of Hawaiian Subjects, is a visionary leader from Puna whose journey has taken him across the globe and back to the ʻāina of his birth. Spending over 40 years in Europe immersed in political science, human rights, and international law, Kawika became a renowned expert in matters of state continuity and lawful governance.
With a steadfast heart and a mission rooted in truth, he returned to Hawaiʻi not to retire, but to restore. His purpose: to educate Hawaiian Subjects of their true legal status and to help guide them toward peaceful self-determination under international law.
With Laʻie Kalani: Educator and Cultural Guardian
Beside him stands Laʻie Kalani, a quiet force of wisdom and aloha. Though her name is not known to international courts, it is known to the hearts of her people. She oversees daily functions of the Office of Hawaiian Subjects and is deeply involved in outreach to families, kupuna, and schools. Together, they host education sessions, mentorship circles, and law classes across the pae ʻāina.
Laʻie’s strength lies in nurturing the roots of knowledge. She reminds every Subject who walks through the doors of the Office that their identity is not only legal—it is sacred.
Launching the HSPO: Hawaiian Subjects Peace Officers
Under Kawika Kalaʻi’s leadership, the Office launched the Hawaiian Subjects Peace Officers (HSPO) program—a grassroots initiative to lawfully identify, train, and activate Hawaiian Subjects in protecting their nation through peace, education, and legal clarity.
HSPO is not a reaction—it is a reawakening. Built on the lawful authority of the Hawaiian Kingdom, and guided by international legal standards including the Hague and Geneva Conventions, the movement recognizes Hawaiian Subjects as the rightful enforcers of their own laws during this time of prolonged occupation.
Educating, Not Confronting
Kawika often says, "Our power is in our knowledge, our law, and our love for this land." Instead of confrontation, the HSPO encourages dialogue, documentation, and education. Every officer is trained in both the legal and cultural kuleana of their role.
This movement is already growing—rescuers are visiting homes, supporting families, and building lawful pathways for identification and recognition of Hawaiian Subjects, not as protestors, but as people in their rightful role: the caretakers of a living kingdom.
